Alarcon addressed the commissioners regarding the annexation of two islands within the city’s jurisdiction, inclusive of 77 homes and numerous business, most notably Piedmont Henry Hospital.
In the mayor’s presentation, he began by offering a clear definition of what annexation is.
“Annexation is the process by which a city extends its municipal services, applies its codes and regulations and provides voters with representation at the local level,” he said.
According to Alarcon, annexation is being sought to rid of confusion in terms of services provided.
“Believe me, when I ran for office, there were a lot of issues with people knowing if they are in the city or out of the city,” he said.
“Some of the citizens don’t even know that they are receiving services from the city. It’s really confusing.”
Annexation of these two “islands” within Stockbridge already has the full support of the Stockbridge city council, as stated by Alarcon, via a resolution passed during a March 1 meeting.
The Henry County Legislation Delegation has also supported the measure and suggested Alarcon present the county and solicit support before officially pursuing the measure.
Alarcon also said the city sought an alternative route to getting the annexation official — taking the legislative route via the Georgia General Assembly instead of getting backing from the residents.
A majority of the proposed annexation properties are located within the Windsong Plantation subdivision, the 77 homes out of the total 415 in the community, over which Kathy Gilbert presides as the homeowners association president.
“I believe a community as a whole is negatively impacted because we are not under a unified code of ordinances,” she said.
“We have the city that applies in three quarters of our subdivision and the county that applies in one quarter of our subdivision.”
Although Gilbert’s stance is in favor of the annexation, several residents spoke during the public comments portion of the meeting in opposition of action, due to lack of transparency on the city’s part.
District 4 Commissioner Reid Bowman also opposed annexation during the meeting, and said that he at least wanted to, “express his opinion on it.”
Future course of the annexation is to be determined since county support was not given to the city of Stockbridge.
