Councilman Mark Adams, chairman of the Finance Committee, said he felt the council did its “due diligence” by reviewing the budget department by department for weeks leading up to last week’s vote.
“I was pleased with the outcome,” Adams said. “It’s very difficult to balance a budget with no tax increase and keep services the same. I think we did the best we could under the circumstances.”
City Manager Bill Osborne earlier had said that while the city was not proposing a reduction of staff, they will not be budgeting for any salary increases or Christmas bonuses.
Finance Director Karin Callan said she expects a small increase in sales tax revenues this year.
Council voted 5-0 to approve the budget and conference center, sanitation and Convention and Visitors Bureau funds were 5-0, with council members Carl Pope and Samuel Davis absent.
