Roswell wants input on new streamlined zoning code

The big yellow zoning signs at key locations all over Roswell aren’t about actual zoning applications for those sites.

Instead, they are notifying citizens about open house community meetings on the city’s new Unified Development Code, or UDC.

One of the most important zoning documents ever to be created by Roswell, the UDC will have far-reaching influence over how Roswell develops and redevelops for many years to come.

The UDC will enable the implementation of Roswell’s 2030 Comprehensive Plan, adopted in 2011, which calls for revitalization of areas in decline, providing additional housing options, and reconciling conflicting rules to attract high-quality projects.

Certain planning and zoning ordinance issues needed to be addressed to help make the City’s vision a reality. The city’s original zoning code, which was established in the 1960s and 1970s, had become outdated.

There had been many amendments and overlays added to the code over the ensuing 40 years that had created cumbersome and archaic zoning rules.

In effect, the UDC is a zoning code clean-up. When it is completed, It will be a single "unified" tool that addresses contemporary development and zoning practices in a format that is consistent, streamlined and easily understood by property owners, residents, staff, administrators, developers, and elected and appointed officials.

A new zoning document—incorporating clear, specific guidelines and illustrations—and a new zoning map are available in draft form, and will be finalized by the anticipated effective date of January 1, 2014.

Potential developers will have a much better idea where they stand when their projects are evaluated with the new code. City officials believe this will help make Roswell more economically competitive by increasing the certainty of the application and development process

The open houses on the UDC are:

• Monday, Aug. 19, 7 to 9 p.m.--East Roswell Park, 9000 Fouts Road, Roswell (Community Room).

• Tuesday, Aug. 20, 7 to 9 p.m.--Roswell Area Park, Bill Johnson Community Activity Bldg., 10495 Woodstock Road, Roswell.

• Wednesday, August 21

o 11:30 a.m. to 2 p.m.: City Hall, Room 220

o 7 to 9 p.m.: Hembree Park, 850 Hembree Road, Roswell (Community Room)

For all open house meetings, the presentation will start at 7:30 p.m. for evening meetings and noon for the day meeting. This provides time before the meetings for the public to review informational exhibits such as maps, charts, and the video about the UDC.
