Sixty-nine-year-old Joan Swaney appeared in court Thursday. She was indicted on federal charges in October and resigned from the council shortly after that.
Federal prosecutors said Swaney used the money to help pay for medical bills, family vacations, car repairs, a boat charter and other personal expenses.
Local media reported a judge ordered her to repay the money she took from the center. Swaney already has repaid about $65,000.
The judge also ordered Swaney to perform 100 hours of community service — though not at the community center.
