East Metro DeKalb CID officially formed

The DeKalb County Board of Commissioners unanimously passed a resolution to form the East Metro DeKalb Community Improvement District last week, which marks a historical day in DeKalb County and within the community improvement district realm.

The improvement district is the first of its kind to be formed in a majority minority community within the metro Atlanta region and the first located south of I-20 in a predominately non-industrial area.

“This CID will change the south DeKalb region in a dynamic way,” said Doreen Carter, chair of the improvement district formation committee and president of the Greater Lithonia Chamber of Commerce. “The CID concept is a proven economic development tool that will garner success and positive attention in this corridor. As a resident of DeKalb County, I am truly excited about the possibilities of this collaborative effort to improve our community.”

The improvement district encompasses 203 south DeKalb property owners representing more than 400 parcels of commercial and industrial property valued at more than $146 million. The footprint of the improvement district spans from Gresham Road on the west, Covington Highway on the north, Turner Hill on the east and Flat Shoals Parkway on the south.

“CIDs are the most innovative method for business owners to take control of their future by leveraging their resources collaboratively,” said interim county CEO Lee May. “We have been working for this outcome for a long time. I am ecstatic about the East Metro DeKalb CID and economic progress they will introduce to this area.”

Efforts to form the improvement district began during the later portion of 2013 and culminated in May. It stemmed from the efforts of a formation committee comprised of south DeKalb commercial property owners and community leaders.

It will serve as a public-private partnership that will help bolster economic development, increase property values, revive business, create jobs and enhance the overall quality of life in southeastern DeKalb. It will also serve as a tool to leverage matching dollars from local, state and federal government agencies to support projects ranging from public safety, beautification and transportation expansion.

“This is a positive step for the south DeKalb region,” said Van Jakes, McDonald’s multiple store operator. “Once I heard about the CID concept I knew this was the tool the area needed to foster economic development and growth.”

This is a ridiculous, misguided, and wrong-headed idea. A "mega-CID" is the ANTITHESIS of what CIDs were created for in the first place. So...what part of the THIRTY-NINE SQUARE MILE "district" is going to be improved first? South DeKalb would be MUCH better off with smaller CIDs working neighborhood projects. YES, the CID is a proven model, but you've got to FOLLOW the model in order to duplicate success. There is NO CID in the state that's this big, and there's a reason why...but then, never put it past this Commission to miss a valid point, even when it hits them in the head.
